《区域全面经济伙伴关系协定》（RCEP)于11月15日正式签署。这份协定由东盟发起，覆盖30%的GDP和人口，横跨东亚三大经济体和东南亚主要国家，被称为“大的自贸协定”。RCEP的签署将推进地区间贸易、跨境电商及相关产业的增长，实现地区各国间货物贸易高水平开放，助力跨境物流发展进入“快车道”。


RCEP明确支持电子商务的跨境经营。据协定，各成员国均承诺将降低关税、开放市场、减少标准壁垒，未来区域内90%以上的货物贸易将终实现零关税。对跨境电商及相关行业而言，关税减免将直接降低生产和流通等环节的成本，而多方市场的贸易标准统一化，也将削弱交易壁垒，促进自由贸易。


贸易的基础是物流。发起RCEP的东盟10国，由于与中国间贸易稳定增长、电商蓬勃发展，近年来已成为国内跨境卖家必争之地，而不少国内的物流企业也乘东风出海东南亚。作为国内的综合物流企业，百世集团从2019起便将出海放在东南亚，搭建中国与东南亚间的跨境物流网络。今年百世完成了泰、越、马、柬、新五个国家本土快递网络布局，同时开通了中国至东南亚B2B、B2C、C2C的“门到门”寄递服务。

据商务部数据显示，2020年季度，我国与其他RCEP成员贸易总额已达10550亿美元，约占我国对外贸易总额的三分之一。业内人士认为，随着RCEP的签署，“中国+东盟”世界工厂将加快形成，中国企业面对的市场容量大大增加，产业链供应链集聚效应也进一步放大，而中国与东南亚间口岸的重要性将更为凸显。
